Google Ads account suspended? Policy, billing, and appeal checks

Ads account disabled? Read Policy Manager, fix the landing and billing issues, then appeal once. Don't open a second account to evade.

Key takeaways

  • Read the suspension reason
  • Fix landing and billing first
  • One honest appeal

Try it yourself first

Open the suspended account and read Policy Manager before you change campaigns. A second Google Ads account for the same business is circumvention - Google treats that as a worse strike.

A suspended Google Ads account is not the same as a campaign that paused for budget. Until Policy Manager is clear, you cannot spend - and opening a new account under the same business usually extends the ban.

Most local-service suspensions we see are destination issues, billing identity, or landing pages that don't match the promise in the ad. Fix those before you rewrite ad copy.

DIY steps

  1. 1Step 1 - Name the exact reason

    • In Google Ads, open Tools → Policy Manager (or the suspension email). Note whether it is billing, circumvention, destination not working, misrepresentation, or a specific product policy.
    • Screenshot the notice. Appeals fail when you argue a different policy than the one Google cited.
    • Check payments: failed cards, unpaid balances, and mismatched billing names vs the website legal name.
  2. 2Step 2 - Fix the destination, not just the ad text

    • Load every ad landing URL on a phone. 404s, parked domains, and 'coming soon' pages are a common destination violation.
    • Headline, offer, and location on the landing must match the ad. A Miami HVAC ad to a generic homepage with no service area is a policy risk.
    • If the site is hacked or showing malware interstitials, stop ads work and clean the site first - an appeal on a compromised URL will fail.
  3. 3Step 3 - One appeal with evidence

    • Use Google's appeal form. List what you fixed: billing, landing URLs, business name, privacy policy if required for the vertical.
    • Do not promise 'we will never run that keyword again' without changing the site. Reviewers check the live URL.
    • Wait for the decision. If denied, change the actual issue before appealing again.

This is not a hacked Gmail recovery

If you lost the Google login itself (2FA, hijacked Gmail), that's Google Account recovery - not an Ads policy appeal. Recover the login first, then open Ads.

We help Miami businesses with Ads policy, landings, tracking, and management. We do not unlock personal Gmail, YouTube, or Play accounts.

If the account comes back

Turn campaigns on slowly. Conversion tracking and call paths should work before you scale spend.

If you were sending traffic to the homepage, move to a service landing that matches the keyword. That's how most accounts stay in good standing.

01Can you guarantee Google will unsuspend the account?
No. Google decides. We help fix landings, billing identity, and the appeal. Circumvention (a second account for the same business) is often unrecoverable.
02Should I start a new Ads account while this one is suspended?
No. Google links businesses, cards, and sites. A new account while the first is suspended is usually treated as circumvention.
03Is this the same as ads not converting?
No. Not converting means the account is live but leads are weak. Suspended means you cannot run ads until Google clears the policy or billing issue.
